Following is the proposed constitutional amendment which will be addressed at the meeting as well as the mandated report of the Constitution and Bylaws Committee Chairman, Tom Smithson.
Amendment No. 1:
Proposed by: International Board of Trustees
Amend the WBCCI Constitution, Article IX, Title: Board of Trustees, Section 5 (page 4) by deleting the entire Section and insert a new Section 5 as follows:
“There shall be three (3) meetings of the Board of Trustees each year. The President may elect to hold one such meeting prior to or during the International Club Rally at which the Board ends its term and the first meeting at which the Board begins its term during or following the International Rally. The third will be held during the first calendar quarter at the discretion of the President. The President may call special meetings of the Board of Trustees upon giving the members thereof ten (10) days prior written notice of the time and place of any such special meeting.”
Report of the WBCCI Constitution and Bylaws Committee
As directed by the WBCCI Constitution, Article XVI, Section 3, this report is submitted by the Constitution and Bylaws Committee.
The Board of Trustees (IBT) at its mid-winter meeting in Sarasota FL voted to send this amendment to the Delegates meeting at the 2018 international Rally in Salem OR. The intent of the amendment is to allow the current or newly elected President the flexibility to hold the IBT meeting(s) before, during or after the International Rally. The current Constitutional language requires the President to hold the IBT meeting ending his/her term prior to the International Rally. The newly elected President and officers have normally held their first IBT meeting after the Rally. Holding these meeting(s) during the Rally allows maximum participation of the membership in the governing process of the club. It can also address access and cost issues associated with holding the IBT meetings at the rally site.
The Committee in reviewing this amendment sees the value of increasing the flexibility of the outgoing or newly elected President in determining the date of the business meetings of the club as well as increasing the opportunity for participation by the membership.
The Committee strongly recommends that this motion to amend the Constitution be approved.

Delegates Meeting Live Streaming Information
The WBCCI Delegates Meeting will be broadcast at 9:00 a.m. PDT Wednesday June 27, 2018. The session usually breaks for lunch from 12 noon to 1 p.m.
Audio for the meetings will be streamed live.
The audio will begin approximately 10 minutes before the meeting begins. The microphone will be closed during recess and music will be played during this period.
An archive of each of the meetings will be made and posted here on the WBCCI Web Site as soon as possible after each of the meetings.
